The Secretary of State folk/NAR fairs pre-

sents his complimente to the Netherland Minister and

has the honour to invite attention to the last para-

graph of his note of the 19th ultimo respecting the

signature of the International Opium "onvention by

the Ottoman Goverment.

It has been pointed out that the phrase there

used alkaloids of opium" does not accurately repre-

sent the intentions of His Majesty's Government, whose

desire is, as suggested in the second paragraph of the

note, that the Ottoman Goverment may be induced to

adhere to the Convention so far as the traffic in

morphina, cocaine and similer drugs is affected.

In expressing his regret for this inaccuracy, the

Secretary of State has the honour to request that the

Netherland Minister will be good enough to make plain

to his Government the true meaning of His Majesty's

Government as stated above.
